The reporter did not want to submit the story until she could corroborate the story with another witness. The way her source came up with how the suspect may be culpable made him seem guilty was murky at best. It did not provide any details. Sure, there is the truism, "where there is smoke, there is fire" which makes one believe if looks guilty maybe he is. However, without real evidence she was not willing to stoop to the level of setting about to vilify someone by making him look guilty just to get a story.
