When the Zimmerman Telegram was strategically sent to German ambassador of Mexico, Eckardt, it was a way to get Mexico to fight against the United States and Germany intended to promise Mexico money for any war funding, damages, and losses. Germany wanted to help Mexico take back the land that was theirs that was annexed by the United States like Arizona, New Mexico, and Texas.
Germany really wanted war with the United States and started using submarine attacks. They thought using Mexico and causing American-Mexican tensions would distract or speed down the rate at which weapons or other military equipment were being given to the Allies power during World War I.
