what to write when the webpage is blank and it is going to be filled in future

Traditionally, when a Web site creator intends for a page to exist but has no content yet, the creator will go with an "under construction" graphic. There are many of those to be had - I recommend checking out Creative Commons for examples that can be used even commercially.

Such a graphic is not meant to be used forever, of course, but it'll buy you some time.
