You will find records of peasants and servants getting caught stealing from their bosses and being punished from pretty early on in history, going on until present day. You can only imagine how much stuff was stolen and the thieves weren't caught.
The concept of the poor stealing from the rich is centuries old and can be seen in stories like Robin Hood. Robin Hood was a peasant that stole from the wealthy, although early ballads never had him distributing his spoils to the poor. Definitely not Disney Material : )
