Why do some trailers contain scenes that aren't in the movie?

I'm an avid watcher of trailers. I watch trailers over and over again. I even watch trailers of movies that I don't plan on watching. But sometimes, I notice that some trailers contain some additional scenes that aren't in the movie.I noticed this in a few trailers/movies before. A notable example is the [trailer](https://www.youtube.com/watch?v=3cxixDgHUYw) of [Justice League (2017)](http://www.imdb.com/title/tt0974015/) where the following [amazing] scenes aren't in the movie:> - Cyborg [from 00:49 to 00:53](https://youtu.be/3cxixDgHUYw?t=48).> - Aquaman [from 01:14 to 01:17](https://youtu.be/3cxixDgHUYw?t=73).> - Cyborg [from 01:22 to 01:26](https://youtu.be/3cxixDgHUYw?t=81).> - The Flash [from 01:26 to 01:29](https://youtu.be/3cxixDgHUYw?t=85).> - Wonder Woman, Aquaman and Cyborg [from 01:58 to 02:02](https://youtu.be/3cxixDgHUYw?t=117).So, **Why do trailers have those additional scenes? Are those scenes filmed just for the trailers? Isn't that needlessly expensive?**
