The role of the screenwriter varies from production to production. Some are on the set; others are available for rewrites while at home. Some are sent away with a check; and still others are replaced by a script doctor or re-write person (or a team of people).
There's no set rule.
In contrast, the Dramatists Guild, for playwrights, gives them FULL legal rights to every word of a script -- and even casting decisions!
