The best way to memorize any vocabulary is by using the words in the context that you need to express those words. Many think that repeating the words, without using them, is the best way but the brain does not retain these repetitions if they are not used in a sentence.
It all rounds up to practice, practicing by reading, listening, writing and using the words as many times you think it is necessary.

This depends heavily on the purpose for expanding your vocabulary. If you are simply trying to learn new words you could consider getting a "word-a-day" calendar, and try to incorporate the word into conversations every day. If preparing for a test I would find a word bank for that test, go through it and write definitions for everything I could, then make my own "word-a-day" type deal for the words I couldn't define. If one per day is too slow it can be done faster, but using the words frequently in real conversations is key to actually incorporating them into your vocabulary.
