That really depends on how you define 'war'. If you mean combat resulting from a formal declaration of war, then the answer would be Truman - while he finished WW2, he didn't start it. None of the conflicts since (Korea, Vietnam, Grenada, Middle East, ...) had actual declarations of war issued.
