There were not any restrictions on any type of weapons in 1789. The reason for this was the Founder's understanding of the word militia. The militia was essentially composed of all able bodied males were generally considered to be part of the militia and were expected to own and maintain a gun. Due to this there were no restrictions on individuals owning any type of weapon even cannons.
