I'm not 100% sure that I understand the question. If you are saying that 2cm=1meter, I think it's best to make sure you have the same unit of measurement before you start. So I would restate this as 2cm=100 centimeters.

If you look at it that way, then you can set up a relationship of 2/100 or 1/50. That would be your scale factor which makes sense because the drawing is going to be much smaller than the house itself.
