During the late 60s/early 70s, The nation was in a state of uncertainty. Being accused of Malcolm X's assassination did permanent damage to the NOI's reputation. Although many believe that the NOI gave birth to organizations like the Black Panthers, the two groups did not intermingle often. The NOI was a religious based organization, whereas the Black Panthers were not. The were some insolated incidents of conflict. The FBI renewed its counterintelligence project (COINTELPRO) to destabilize it from the late 1960s. Their tactics included sending FBI informants disguised as black panthers to attack NOI newspaper sellers.
