If you know that you are limited to 2000 words for the entire paper, the introduction cannot take so much space if you want to keep to 2000 words.
I have often struggled with a similar challenge, and humility reminds me that I do not have to come out of the gate with guns blazing. If your topic is so complex, how many points are you actually trying to make in the argument?
That may be the easiest way to revisit the introduction. If that isn't getting you to shorten the introduction, then ask yourself: what is THE most salient point of my argument? From that focal point, how many other topics will I tie into THE principle focus?
To answer your question of 2 paragraphs for the introduction: NO. How precise is your thesis? This should be your guide. as well, to direct your focus of the argument. Remember, the reader doesn't have to understand everything from the introduction. State that the complexities at hand are multifaceted rather than take 100 words to reflect how multifaceted the topic is!
