Hello!
There are many schools in the US, especially ones that have online degree programs, that do not require a GRE score. This has become more popular in the recent years. However, when it comes to TOEFL, most of the time schools will only wave this requirement in the following instances; an IELTS score, the student received either a university degree or a high school diploma in an English speaking country, he student received a university degree from a college whose language of communication is in English, the student agrees to do a program such as the IELP or the UPREP. This of course varies from university to university, and college to college.
You may get lucky if you email the school of your choice, to see if they could offer any alternatives to the TOEFL, such as a speaking interview (coupled with your entrance essay).
