A simple way to re-create this sound is to drag different materials across one another. A balloon against the track of a treadmill works well, but experiment with different materials on different surfaces (using different pressures) to fine tune the sound you want. Some of them may end up way off the mark, but going through this process will help if you might need similar sounds in the future.
If you have a way to set up the mic, riding a bicycle and quickly breaking while on blacktop or cement can give you a great sound, but aside from the setup you would also need to be careful about ambient noise and wind making it's way into the recording.
