Real guns are not used. The guns are props, only able to chamber and fire blanks, so the shooting still looks real. As for the impact, small explosive charges (very low yield, just enough to make a pop) will be placed where the "impact" is wanted, simulating the effect of bullets flying through a material. Often, the material (whether the inside of a car, a wall, or other hard surface) is actually made from a much less dense material than what it appears to be, such as a stiff foam board, so that the "bullet impact" is more visible (and much less likely to produce any harmful shrapnel).
