Technically yes! When you are fasting for a certain period of time, your body slows its metabolism naturally to adjust to less food intake. After prolonged periods of fasting, It is scared to let go of energy and begins to go into starvation mode where it stores as much energy as possible. It becomes like a hoarder.
However short term fasting, your body goes to your quick access energy stores to find energy for the body and will break that down until you can eat again.
