Using something for a reason it was not given to you for (so a prescription) is not considered a good idea. If you look up the definition of "drug abuse", you can find the definition given by national organization such as the National Cancer Institute defines drug abuse as "the use of illegal drugs or the use of prescription or over-the-counter drugs for purposes than those for which they are meant to be used, or in large amounts. One way to approach questions like this is to think about what do the key terms mean so in this case what does "drug abuse" mean and for this question it was asking about a specific organization as well. Think also upon was does "nonmedical" mean and convey. If you have access to any search engines, you can look up the organization to see if they themselves have a website so for example NIDA does have their own website which is located at https://www.drugabuse.gov/.
One way I can look at this is prescription means it was given to me by a doctor for a specific reason but I am using it for a non-medical way. Non-medical way conveys to me that most likely I am not even using it for a reason that the medication overall can be used for since some medications can be used for multiple reasons but does not mean you should unless the doctor gives you the go-ahead. If I did not know what drug abuse meant nor could I look that up, I could think about what does 'abuse' generally mean or convey to us which to mean means to misuse something or to even harm another/ourselves so you could think of drug abuse as using something that will harm us.
