In books I have seen them put regular quotation marks " " on the outside and apostrophes ' ' on the inside. I can make up an example:
Bob told Joe what he heard Tim say at the meeting. "Joe, I listened to Tim talk. He said 'Our project is behind schedule and we need to pick up the pace.' Pay attention Joe, things are not going well."
