There are two parts to this inequality (parts are joined by the key word OR).
Solve the first part; you can represent the solution by a number-line "ray" (excluding its start point).
Solve the second part; you can represent the solution by a number-line "ray" (including its start point).
Now examine the two rays. Those points on EITHER ONE, or both, of the rays are in the overall solution.
This should be sufficient help. Warning: use regular Algebra on the two parts; if you collect the variable term on the side of the inequality where the coefficient of v is positive, then you do not have that problem of dividing by a negative coefficient. You might have to read the inequality from right to left, as shown in this example:
-15 < 5x so -3 < x which tells you x > -3.
