Nobody can tell you how to relate to it. If you have read the material and know what happened, either you relate to it or you don't. If you don't, you still have to write about it, so you need to imagine how the people involved felt and thought at the time. Surely you can imagine how heart wrenching the separation of families was. The families who took in the children: generous, evil, risk takers, bigots? The government policy makers: were their motives pure, evil, for profit, best intentions? Whether their motives were pure or not, what would incarceration accomplish? And within the program, there were no doubt individuals who took advantage for their own gain. Do they deserve different treatment that those who followed the rules? Did the children who were relocated benefit or not? Does it matter? These are all things to consider. I hope this gives you some ideas.
