The third person singular present tense form wants would also correct the "problem" in the sentence, and in fact I think this is what the answer choice "d) subject-verb agreement" tries to elicit since the subject of the verb is the third person singular pronoun He. I note also that the simple past tense wanted is not marked for person nor number, i.e., it can be used with all subjects and thus it could never be "accused" of not agreeing with any subject.
