If the correct answer to the question "Who did it?" is nobody, does it mean that the question "Who did it?" tells a lie?

The word 'who' means 'what person or persons?'. So if the question "Who did it?" is asked in front of a person who does not know that nobody did it, the question might mislead that person to think that some person or persons did it. Besides, even if the question "Who did it?" is asked in front of a person who knows that nobody did it, he or she might loose confidence in himself or herself because of that question and start thinking that some person or persons did it. In such cases, does it mean that the question "Who did it?" tells a lie?
