"Who did it" is an inquiry, not a statement of fact. And "who" is not the name of a person. In either case no lie is even possible.
As posed, neither her the question nor the inquirer seem intent on swaying the reader's point of view so again no lie is being told, no lie is being encouraged, It's merely a totally neutral request for additional information.
The only possible lie might com from the response to this question but we're not privy to that.

The word 'who' means 'what person or persons?'. So if the question "Who did it?" is asked in front of a person who does not know that nobody did it, the question might mislead that person to think that some person or persons did it. Besides, even if the question "Who did it?" is asked in front of a person who knows that nobody did it, he or she might loose confidence in himself or herself because of that question and start thinking that some person or persons did it. In such cases, does it mean that the question "Who did it?" tells a lie?12/15/23
