To put it quite simply:
You use “either-or” when identifying and describing two concepts, things, or people in a positive, straightforward light literarily.
And you use “neither-nor” when identifying and describing two concepts, things, or people in a negative light literarily.
Example sentence usage of “either-or”:
Would you like to try either the chicken or the fish?
Example sentence usage of “neither-nor”:
Neither this outfit nor that outfit is to my liking.
