I would say no to this for a number of reasons. The first and biggest reason being that affectors is not a word (unless referring to a neuron.) I think that you're looking for a word that says how flooding and climate change are related, but the word "causatives" is much better here because it explains their relationship (one causes the other.)
You could say "A major component affecting whether or not a flood occurs is climate change."
