Hey! I like to think about this question in terms of Biology; the potential for life, but there are other ways of looking at it as well. This about a specific terrain, maybe one that's grassy, warm and otherwise has conditions to support a variety of different organism. We would say that this area has a potential for life even if there is no life there currently. It's not about if there are actively any organisms there more that it has the ability to harbor life in the chance that this would be applicable.
“There is the potential for” simply means “there is a possibility” or “there is a chance.” This could refer to positive or negative possibilities. For example, I could say: “There is the potential for this to generate a lot of income for us.” Meaning, it might make us a lot of money. Or I could say: “There is the potential for you to get your heart broken here,” meaning that you’re in a situation where you might get hurt… and so on. It’s a very flexible phrase.
