In order to find the answer to your question, you need to ask yourself more questions - you need to infer from the text.
1) Is it stated explicitly, in the wider text, that he is only making an inference(s) after finding multiple artifacts?
2) What is the reason for inferring why he is stunted? Do artifacts act as clues, with inferences from artifacts leading him to more artifacts, creating a path to the end of his quest; if not, does he only infer once, at the end of his quest, and why would he do this?
3) Is it possible to make an inference with only 1 or 2 artifacts? 1 artifact would not be considered "multiple artifacts." Technically, 2 items could be considered "multiple artifacts," but normally the word "multiple" carries a connotation of more than 2 or 3, as we can use the expression "a couple" to refer to 2 items, and "a few" to refer to three items.
Ultimately, you should determine whether or not the given passage expresses the possibility of his attempting to infer something after finding only 1 artifact. Remember, just attempting to make an inference can be referred to as "inferring," whether or not the inference (the result) is correct.
