Another way to handle the issue of this sentence is to consider that if it were restated to not be in a passive voice or style, then you would not need to worry about dangling modifiers or where to put a comma. Its not so much a matter of what is correct or incorrect as it is a question of what gets your message across clearly to your audience. Try this:
