According to Merriam-Webster Dictionary, a few definitions of the word "then" include "soon after that : next in order of time" and "following next after in order of position, narration, or enumeration : being next in a series." So if someone "then" took ahold of something, yes, it can mean that they took ahold of it after someone or something else.
