These are great questions. For starters, I would need a little extra context. What country do you mean?
If this is more of an abstract question- I would start by finding a concrete example. When/ where has artwork sparked important social movements (google is your friend)? Some places to start might be to look at "controversial" art such as the works created by Banksy or look at community/ public art initiatives near you.
There is no "how to" when it comes to appreciating art, but you could share the art with others, research about it, replicate it, the list is endless as long as you explain why this would be a mode of reflection for you.
