By definition(s):
Equality is when multiple people are given the same resources and opportunities, and are therefore treated similarly.
Equity is when different people have different background and circumstances/situations at hand that therefore require different resources and opportunities for success, but they are allotted the necessary tools to help them get where they need and want to be accordingly.
I hope this helps to answer the first part of your question. I will let you come up with your own response to the second part of your question regarding whether or not dark-skinned people have experienced equality or equity accordingly.
