There are very few reasons to justify mass incarceration, since it is often a cruel and unjust form of punishment taken against people who have committed no crime. Example? Many immigrants or members of ethnic minorities, including children, are taken into mass incarceration, say, at a border.
The exigence of mass incarceration lies in its ability to control, say, a large group of heavily armed attackers threatening perhaps a school or a courthouse. In other words, if mass incarceration is the only way to protect innocent members of the public from injury or harm, it is an exigent tool for taking the attackers out of the picture.
It's important to be aware that mass incarceration is not misused.
