The first thing you want to do whenever writing a story in create a broad image/setting/idea, and in this case, that image would be centered on those words. I would recommend making a very short sentence for each word, ex.) She fastened her seatbelt before she turned the keys. OR The sun always makes my cheeks seem rosier. After you have a jumble of random sentences, read through them and use your imagination to find a story within!
