A solution of CoCl2 dissociates in water to form Co ions and Cl ions.
For every mole of CoCl2 that dissolves in water, you get one mole of Co2+ ions and 2 moles of Cl1- ions.
So, if you start with 0.27 moles of CoCl2, you will get 0.27 moles of Co2+ ions and 2 x 0.27 = 0.54 moles of Cl1- ions for a total of 0.81 moles of ions.
