In general, when writing a novel or short story each requires a protagonist and antagonist. Quality writing allows both their merits and their foibles to be shown through their actions. To be a round or 3D character, they must be both good and bad within a struggle. Other characters, those considered flat are devices to develop back ground concerning the plot and the characteristics of the main characters. These face chapters are called so because they are left underdeveloped with only bare necessary descriptions given by narration or dialog and are often symbolic.
