i wrote my question in the description. Please explain what does she mean by this?

It seems crazily naïve to suggest that we ought to learn, value and want to know about all of our countrymen out of respect rather than guilt. Yet while legitimizing racial and cultural differences exclusively in terms of injury may motivate reform in the short run, in the long term it feeds a politics of tribalism that erupts over and over again.

I would add that by saying this, the author is taking a political stance and a controversial one at that.

I think that most of the text is self-explanatory, but the measures taken "fixed" the education system by ensuring that students graduated prepared due to stricter testing. This would be similar to the ACT or SAT, for example. Because similar tests were required, only students who understood the material properly would advance and graduate.

While I see that you have three separate questions here, I want to give a more general answer. I think that racism has existed since the dawn of humanity, and it will follow you wherever you go. That place is often now the internet, as more people start spending more time on social media sites and the internet in general. I'm sorry for the general answer, but if you were genuinely asking that question out of concern for humanity, I would say that you can't stop an idea from circulating. If you remove a racist post from a social media platform, it won't take long before a new one fills its place. What I think is the best way to discourage racist growth on the internet is to provide a good example in your internet life and encourage others to do the same. Only by working together can you hope to at least staunch the growth of racism on the internet.

Racism has become more of a problem on sites like Twitter, Reddit,4chan because people are hidden behind computer, so nobody knows who they are, in that case, they don't have to responsible for their actions. Social media platforms should and are taking steps like placing bans and timeouts to limit racist postings. In order, to discourage racism on the internet, people should/can be exposed to different cultural backgrounds and ideas to create more social acceptance in the world. I'm neutral on the issue, social media platforms are "a haven for hate", because they are doing something about the problem.
