A) I would need the poem to evaluate the significance of the title. The "hill" in our democracy is symbolic of the height of our ideals - fairness, equality, opportunity, and so on.
B) "Quiet isn't always peace". This idea is about the fact that peace usually begins with an inner peace, not outer. It can be totally quiet in a room, but in your mind, there can be all sorts of noise - ruminations, worrying, and such. Restating it I would say: Peace begins within, regardless of the noise without.
