I would say the answer is B - that attaches itself. Clauses have their own subject and verb (in this case I would say the word that = the subject and attaches = the verb). The adverbial clause adds relevant and descriptive information to the statement "the remora is a fish." It tells us what the fish does (i.e. attaches itself to the body of a shark).
