It sounds like you need to figure out how you learn best!
Some people excel at math when they take the time to actually sit down and figure out how and why formulas work. Others do best through memorization—but there are tools to help you remember. A lot of students use mnemonics, or catchy memory devices, to help them remember formulas and when to use them.
Confidence is a major part of math too. If you've been struggling for a long time, it might be difficult to build that confidence back up- but that's part of what tutoring is for. It takes a problem that looks insurmountable and helps you find your path through it.
