is that+verb+that grammatically correct or does it need an alternative?

Yes, as Christie states, the sentence is correct. The sentence might become more efficient and more energetic if unnecessary words disappear. For example, how about There is no record saying he is a monster. Now it has nine words rather than the original eleven, making the meaning more visible. Less is more.
