By definition: direct relationships between two variables (in this case, costs and quantities) are relationships where one variable (quantity) directly affects the other (cost). Whereas indirect relationships between two variables are more affected by a third, outside party/variable.
Therefore, the relationship between total cost and quantity is direct because the total cost of any given item is determined by the quantity of that item purchased. The bigger the quantity, the higher the cost.
