Whether or not a person controls his or her fate is a CHOICE. Think about how each character acts and reacts to the world around him or her. Controlling your fate means taking action. Does she go out and find a job, ask for help, seek out information and knowledge, try something new, look for solutions? Is he a leader? Even if she's stuck in a bad situation, does she try to make the best of it? That person controls his or her own fate.
Alternatively, does the person sit back and complain and say "Woe is me?? Does he or she stay in a bad situation? Does he let things happen to him instead of making things happen? Is he or she a follower? Then that person does not control his or her fate.
Of course, there are situations, when the outside factors make taking action difficult such as imprisonment, slavery, and physical limitations. Still, these people do have some choices, even if it's just to control their own thoughts and everyday actions. For example, you can choose to treat others well, lead others in song, plan for the future, get a scholarship, apply for a job, call the fire department.
