How did Diocletian’s “reforms” end up destabilizing the Empire?

We can look at 2 things that Diocletian did:

Diocletian split the Roman Empire into a western half, and an eastern half. The eastern half eventually became the Byzantine Empire, and the western half, went into decline eventually.

Another thing Diocletian did was to try and reestablish Roman religion, and when he did this, Christians were persecuted.
