I have published 17 art painting books, trained in sakes, seminars, lecturing teaching English and more. How may I procure an interview locally to be considered potentially to be a tutor?

I am not sure I understand your question, but if you are looking to advertise, I would look into social media ads (Facebook, Instagram, Twitter) and build up a following. Have people bought and reviewed your books? Reach out to them for testimonials.

An interview from a news station is less straightforward unless you have a newsworthy story to tell, but anything is possible.

If you meant you wanted to interview at a tutoring center, then submit an awesome cover letter and resume, and don't forget to follow up if you haven't heard back in a week or so!
