There is not a consensus as to whether a plural executive appointed by the governor and confirmed by the state senate is more effective or not. People do not often vote for the most qualified candidates, Additionally, they may be from different political parties and have their own agenda to pursue. This can make it difficult for a governor to get an effective policy making cabinet. On the other hand, in the past governors have made an appointment to the cabinet as a reward for supporting the governor, appointing friends and family, or as a favor to be called in later. Corrupt governors are the reason states went to electing the cabinet officers. If a state were to go back to an appointment system, there would have to be safeguards in place to keep the process honest.
