Friar Lawrence sees the wedding between Romeo and Juliet as a means of ending the feud between the Montagues and the Capulets. The feud does not just impact the two families -- the Prince gets involved because community members are endangered. So, in terms of peace in the whole of Verona, the marriage (when made public and everyone knows where they now need to stand) is an extremely positive move.
The changes in the young people are positive when looking at Juliet -- she matures.
