You might consider 'that' the beginning of an adjective clause and 'where', an adverb clause. An adjective clause is a subordinate clause that modifies a noun or pronoun: Sports enthusiasts who attend Wimbledon return yearly. Or, The city where I was born has been flooded would be considered an adverb clause. The words that introduce the clause such as who, whom, whose, that, which, where, or when are known as 'relative pronouns.' I hope this helps you.
