To solve this problem , need to find common denominator.
in this case,
L.C.M. of 8= 8,16,24,32,40,48,56,64,72,80,88
11= 11,22,33,44,55,66,77,88
LEFT (3*11)/(8*11)=33/88
RIGHT (6*8)/(11*8)= 48/88
3/8 = 6/11 IS NOT TRUE

Another way to look at it: It is not a proportion because (3)(11) is not equal to (8)(6).
