FDR announced his running for a third term in July of 1940, just as the U.S was about to enter into World War 2. This decision to run for a third term took over his election campaign against republican Wendell Wilkie. FDR won the election and was even able to win a fourth election in 1944.
people believed that more than 2 terms was a threat to democracy. So In March of 1947, congress which was republican controlled approved the 22nd Amendment however it took up until February of 1951 to get enough U.S states to ratify the amendment.
