The simplest way to do this is to convert to a decimal and multiply.
Saying 28% is like saying 28 out of 100. So, you could divide 28 by 100 to get 0.28. That is the decimal we want to multiply by.
650 times 0.28 equals 182. That is all you have to do to get the answer.
You turn the percent into a decimal and then you multiply the number you have by the percent written as a decimal and you get the answer.
