How much you actually pay is the total, putting p on 1 side of the equation by itself.
The rest is what you have to pay in addition to b. So now we have p=b+...
In addition to b, you have to pay 9% of b. So when you convert 9% into a decimal (which you have to do before you multiply it by a whole number), you get .09.
Then you find 9% of b, which is represented by .09b
So, total you have. p=b + .09b.
